Southeast Metropolitan Planning Organization
The Southeast Metropolitan Planning Organization, SEMPO, is comprised mainly of the cities of Cape Girardeau and Jackson, MO, while also taking in unincorporated parts of Cape Girardeau and Scott Counties, MO and all of the village of East Cape Girardeau, IL. The MPO is charged with planning for the transportation needs of the urbanized area with a regional approach, considering all forms of transportation from highway to rail, river, air, pedestrian, transit, etc.
